1. In view of the recent alerts about the threat facing infrastructural and other establishments of Kochi as well as in consonance with the automation of access control to the zone being put in place, a zero tolerance system of admission of persons and vehicles into the zone has been implemented by the security wing
2. Representations have been received regarding the rigid administration which has, ostensibly, affected the smooth operations of various units. Bearing in mind the imperative of increased security requirements as well as the co-operation required from all stakeholders in our efforts to protect the lives of all personnel and investments of the promoters of units, the following instructions are issued for strict implementation in Cochin Special Economic Zone with immediate effect.
3. General:
a) All holders of valid Form K identity cards issued by the competent authority shall have free access to the zone upon production of the cards at the gate before entry.
b) Temporary cards shall be issued to other personnel of units upon request of the authorized person of the concerned unit and holders of such cards shall have free access during the validity of the cards.
c) Private vehicles carrying card holders referred to above shall be permitted to enter the zone only if the said vehicles display, on the windshield or such other place as approved for two-wheelers, the prescribed vehicle passes with the vehicle numbers inscribed on the reverse.
d) Private buses of units shall be allowed entry only after verification of identity of the drivers/crew. It shall be the responsibility of driver/crew to ensure that only permanent/temporary card holders alone board the bus. Units are required to sensitise bus crew to avoid detailed checking of individual passengers in the bus.
e) Public carriers, such as taxis and auto-rickshaws, carrying card holders referred to above shall be allowed to enter the zone upon display of valid identification such as driving licence and entry of details of vehicle, driver and unit to which destined. It shall be clearly informed by the passengers to the drivers of these public carriers that they shall leave the zone immediately after disembarkation of the passengers. It shall be the responsibility of the units to ensure that there is no deviation from this procedure.
f) It is clarified that no passenger-less public carrier shall be allowed entry in the zone except in accordance with procedure laid down.
g) Visitor and casual passes shall be returned to security at the exit gate who shall preserve the same for a week.
4. Cargo vehicles:
a) Cargo vehicles carrying goods intended for carrying approved authorized operations shall be allowed entry in accordance with Instruction No.1/2009. The requirements laid down in the said instructions shall be strictly complied with by the units.
b) Vehicles carrying routine supplies to units shall be treated as vehicles of the concerned unit. It shall be the responsibility of the unit to obtain vehicle passes as well as temporary cards for drivers and helpers of these vehicles.
c) Supplies effected by persons on two wheelers, whether motorized or manual, shall also be allowed against temporary cards which shall be be issued to the vendor on request of the concerned unit with the same responsibility devolving on the unit as prescribed for issue of cards to employees.
5. Visitors:
a) Units shall inform security about the proposed time of visitors to the unit well in advance; this applies to officials of any government agency visiting the unit in an official capacity or otherwise. A dedicated telephone line shall be earmarked for this purpose and calls from one of two authorized numbers of the unit alone shall be accepted. The security wing shall note the details in a specific register maintained for this purpose and prepare visitors pass which shall be handed over to the visitor in his/her vehicle after verifying proof of identity produced viz. driving licence, passport etc. without requiring the visitor to disembark from the vehicle.
b) Visitors whose details are not made available in advance and for whom visitors passes are not prepared in advance will be required to disembark and be allowed entry only upon physical identification by authorized representative of the unit for issue of visitor pass.
6. Support service providers:
a) Support service providers of the zone administration shall be required to furnish details of regular maintenance/repair personnel who shall be issued with temporary cards by the Security Officer. Security Officer may liaise with such providers for this purpose
b) Support service providers of the units, such as couriers etc., shall, wherever possible, provide to Security Officer, through concerned units, details of employees assigned to cover the zone and such personnel shall be allowed entry into the zone upon production of valid identity card issued by the provider and after issue of a casual pass to them. Where this may not be possible for the provider to do so, the name of the personnel visiting unit may be provided in advance by the service provider to the unit for transmission to the security officer in advance who will allow the personnel against a casual pass. This applies to supervisors of security agencies employed by units.
7. Others:
a) Suppliers of services, such as newspapers etc., who are common to some or all units, can approach the CSEZIA to obtain temporary cards from security officer upon request from the units.
b) Empty public carriers shall be allowed in only if the vehicle number is furnished by the authorized person of the unit in the manner provided for admission of visitors. Security shall check the identity of the driver of these public vehicles before allowing entry into the zone.
c) Officials of CSEZ shall carry their identity cards issued by the zone administration and display the same when entering the zone.
d) Officials and personnel of KITCO shall display identity cards issued by KITCO to security staff. Employees of contractors under supervision of KITCO shall be issued with temporary cards on request of KITCO.
e) CSEZIA employees shall produce identity cards issued by CSEZIA.
f) Union representatives, who are not employees of units, shall be issued with visitor pass by Security Officer when entering the zone for collective bargaining units. It shall be the responsibility of the unit’s union office bearers to inform security inn advance regarding such visits.
g) All other category of visitors shall be issued with a visitor’s pass upon clearance from the Development Commissioner/ Dy Development Commissioner.
h) For the purposes of this system CSEZIA shall be deemed to be an employer wherever CSEZIA provides common services or seeks temporary cards on behalf of units . Security Officer shall deploy security personnel in such manner to implement the system without causing blockage of entrance at the gates.
8. Any difficulty in implementation of the above instructions may be brought to the notice of the undersigned.
